2026 is the peak year for carbon regulation. The EU’s EPBD, CBAM, and California’s CALGreen are all activating at the same time.
CBAM now puts a price on embedded carbon. The EU is moving construction products toward mandatory environmental reporting and digital product passports. Low-carbon requirements are already showing up in major procurement contracts. A material without a current, verified carbon declaration isn’t just losing on price anymore. It risks not being evaluated at all.
Holcim, Saint-Gobain, and Sika are already reformulating cement and concrete lines to meet CBAM-priced categories. Microsoft has signed environmental-attribute agreements with green-steel producer Stegra to lock in supply years before the market can meet demand at scale.
The gap is widest in bio-based and circular materials. They make up 29% of all new product launches since 2024, the largest cluster in the report. But patent filing in that same category is among the thinnest in the sector. That leaves mass-timber and bio-based innovation exposed to being copied outright, even when the product itself is winning in the market.
